The passenger pilot question came up several years back on one of the Pennsy lists, and it turned out that the initial request came from the unions who were concerned about a protruding coupler spearing an auto, livestock or other object, and that some steam locomotives had couplers that would fold out of the way. EMD decided apparently that the best arrangement was the covers. It would seem that the unions subsequently lost interest. Note that Pennsy didn't buy Fs until F3, phase 2 came out, well after the Q
