Tom: Without seeing the whole arrangement of the sanding facility this is mostly speculation, but here goes. My Guess is that it is an air tank for supplying dry air to the sand delivery system. See the attachment for a similar set up at teh McCook, Nebraska engine terminal. Yes, your single tank is larger than the pair at McCook but it probably serves a like purpose. That is my guess and it is worth exactly that! Jim Sandrin
