Hol Wagner has a map on page 12 and some pictures on page 25 of Burlington Bulletin #32-Sugar Beets.  The Colorado and Southern had two similar lines at Wheatland, Wyoming to serve the Great Western factory there.  Possibly they were built by Great Western, since their only use was for transporting sugar beets during the fall harvest?
