Bryan - I have a copy of the same photograph.  It's ID'd as Atchison, KS, and Joe Zinn, engineer, at right.  Conductor at left is unknown. The image is undated. Date would be prior to when the 9900 received its Mars light housing. Wintertime from the snow on the depot platform. Hope this helps - Louis
