I would say land available. From the looks of the video you can see it is pretty sparse in Canada even today IF it had not been for the Pool elevators I do not think there would be many villages. Down here often the towns were already built before the railroad was built often leading to the street running as that was the only place to put the tracks in the developed areas. They had the number of farmers that had to sign up for the elevators to be built. In most mid-western towns it was the same as most elevators were built as co-op's and except for food items the elevator was the place to buy all your supplies and grind your feed so there were often other buildings as well as just an elevator to load out the grain.
