What is "short flagging"?
Flagmen by rule were required to go back "a sufficient distance" to provide protection against following trains taking into account the maximum permissible speed, the grade, and sight distance at the location. In signaled territory any following train would be running at restricted speed on a red signal and would be required to stop short of a train ahead. So in signaled territory the proper flagging distance could be as shown in the photos.
The 1967 CCOR rule 99 did away with the requirement to flag in signal territory (ABS or CTC).  The 1959 CCOR relieves the requirement to flag in CTC territory under certain circumstances.
In later BN years the rulebook and Special Instructions spelled out the flagging distances for unsignaled territories in much greater detail actually giving distances such as 1 mile, 1.3 miles, 1.5 miles, 2 miles.
