This is way out of my area of expertise -- or even minimal knowledge -- but I'm attaching a scan of the Q valuation section drawing for Zearing dating to 1918, though the data in it was compiled during the ICC-ordered valuation that began in 1913.  Thus the Zearing roundhouse is shown as CI&S, though the CI&S had been merged into the New York Central in 1914.  Note that the trackage northwest to Walnut and southeast to Streator is owned by the CB&Q, as is the small yard at Zearing, connecting with the Chicago-Galesburg mainline.  The only trackage in Zearing owned by the CI&S/NYC is the engine terminal and roundhouse, and a single short spurt track off the Q yard tracks.  I don't doubt that this trackage was once owned by the CI&S and its predecessor, the II&I, but clearly at some point prior to the Teens it was sold or otherwise transferred to the Q.  Baldwin, however, in his 1921 history, makes no mention of any other road's trackage being used or acquired in building the Streator-Walnut line.

I think it's pretty conclusive the rdhse was NYC. Your finding of the Q paying the NYC for trackage rights is interesting. When I get home I'm going to dig into my Q ETT's and DS sheets.

I say that because my recollection is the Q dispatched the track and NYC had rights. At least from what's in my files from 1920s onward.

As the "Q" used a little over six and a half miles of trackage rights over the NYC to get to Zearing, it seems unlikely that they would maintain a roundhouse in Zearing.  Not impossible, just unlikely.  The information on those trackage rights is from a old CI&S annual report showing the CB&Q paid a little over $3800 a year for those rights in the early 1900's.
