[CBQ] BNSF PLANS Chicago & Aurora div improvements

According to April Progressive Railroading the BNSF is making a number of track 
improvements on the former Q's Chicago and Aurora Div.

Double track Aurora to Sugar Grove
Double track Savanna to Burke
Connect the former Q east end at Western Ave to the former ATSF at Ash St in 
Chicago.
Install CTC on Aurora and Beardstown subs
Extend 5 sidings in IL
Extend tracks at Zearing
