I think there are two different factors at work.

 

The six month rule may actually apply to which railroad was responsible for working a joint transfer house, ie who had the switching responsibility. You could not have both roads working the same property, as communications and switch moves could quickly become chaos.

 

The transfer to other railroads, ie other yards was done as described. Railroad A took cars from A’s yard to B’s yard and returned light. Railroad B delivered cars to A’s yard from B’s yard and returned light. You did not do work in someone else’s yard unless a special agreement had been arranged.
