Jonathan, I’m not Hol, but I interpreted his comments to mean a tank or box holding sand was next to the coal chute, with a pipe/hose that allowed sand to be put in the sand dome while the engine was coaled.

While not a CBQ coal chute, here is a photo of a Soo coal chute with a very visble sand hopper on the side of the tower. http://www.american-rails.com/images/Soo_RK_CoalTower.jpg
