I would agree that this photo is indeed taken in Burlington, just north of the depot.  When comparing the buildings behind the locomotive to the buildings pointed to in the attached postcard and more recent photo, there is no mistake that this was taken towards the west, across the park-like depot grounds, across Main Street and looking up Division Street.  In the more modern photo, there have been modifications made to the Main Street Tap building, but the number of windows and height are consistent.  The high area in the background would be South Hill Park.

According to several different roster sources. #348 was:

Built 6/80   Baldwin  Original CB&Q #348 Class D    2-8-0 20x24 cyl    Re# 1348    Reblt 1900 to G4 0-6-0 CB&Q #1606   Retired 4-13

#348 was a D-1 class Baldwin locomotive, built in 1880. It was rebuilt in 1900
and renumbered 1348, unknown when scrapped.
