Rupert I don't believe the photo is a delivery photo. This is for three reasons. First the picture is a WPA photograph, made during the Depression years in the 30's many years after they were delivered. Second, as delivered, they were painted white and in the picture they are black and lastly, they are on flat cars in the company service number series. This photo was used by Erie Steam Shovel Co. to advertise their ditchers in Railway Maintenance Engineer magazines at least between 1919 and 1922. This one was used in 1920 (volume 16, April advert Page 43) but your photo is very, very much better. Another photo showing 260 loading MWD-4 dump car 202660 is in the December 1922 volume 18 advert section page 25. This notes that the Burlington had six of these Erie ditchers, and a photo of at least four of them (presumably) being delivered on CB&Q flat cars is on the Library of Congress site.
