And adding to my post, there was extensive conversation on The Atlas Rescue Forum back in March 2013 on the KBM Lines U25C, including quite a number of posts by Scott Wendt of Korea-Brass Co., Ltd. Check out Scott's post dated Mar 4, 2013 at 4:16am:

Notice Scott says the KBM Lines model will be a "Phase 3 version". According to The Diesel Shop website all the CB&Q U25C's were Phase IIIb: http://www.trainweb.org/jaydeet/u25c.htm 


So the KBM Lines model "may" fit the CB&Q prototype as long as it has the screen doors for the air tanks behind the cab and not the removable screen covers as found on the Phase IIIa U25C's (PRR 6500-6509 only). Since the Phase IIIb covers ACL, CB&Q, L&N, NP, Oro Dam, and PRR it would be the model that makes the most sense to do first in HO.


Unfortunately the last post on The Atlas Rescue Forum is March 10, 2013. I have not found anything later than that posted online yet.

It’s been nearly six months now since there were two (count them, two!) announcements of forthcoming U25C’s in HO scale. Peculiar about both of these announcements was that they were simply that, just announcements. Since these announcements, the projects seem to have largely disappeared. Nowhere have I seen any retailers taking reservations for either manufacturer’s products, test shots showing tooling, estimated shipping dates, etc. It is such commonplace these days in our hobby that pre-orders must be met before anything is produced, so the lack of ability to make reservations causes me pause. Did anyone go to Trainfest and see these manufacturers and talk to them about the project? Does anyone have any type of information that we can hang our hats on that some of us may actually be running U25C’s in plastic on our railroads in six months or a year from now?
