The Brotherhood "accepted" the box waycars with their inherent safety issues, but that was much earlier. I think, though, that the wooden steps used below the side doors of the box waycars might have been safer or easier than the handhold-type steps of 14700. 
Was the Brotherhood stronger or weaker in 1904 and 1943 eras?

Given the widespread opposition to these waycars, I'm surprised that they survived as long as they did.

It should be noted that one of the reasons more waycars, like 14700, were not built was that the Brotherhood deemed it unsafe to board and get off. I don't know how valid this objection was since it was no more dangerous that an ordinary boxcar  and certainly better than a flat car.
