No CB&Q switchers (or D&RGW used at Denver that I’ve seen) had steam generators.  Steam locomotives didn’t have steam generators that could be removed and placed on a diesel (steam locomotives WERE steam generators).  They had Turbo Generators run by steam but, again, that would not work on a diesel.  What you are probably looking at is a radio antenna or other part of that gear.
