It is not a planter wheel. Planter wheels were made so that they closed the soil back over where the planter opened it. They had two rims that were tapered inwardly. A "marker" ( this is not) showed where the next pass of the planter was to go.

I'm thinking planter. It's not sufficiently well made to operate at any speed, and the wheel would create a groove that would serve as a visual cue as to where to make the next pass. That could be useful in a harrowed field.
