The 9021 was a maroon 1953 Buick Hy-Rail,assigned to the Ass't. Superintendent 
at Centralia.

As a follow-up to Ken's excellent response: can your friend describe
what kind of car he saw with the 9014, 18 & 26 #'s? In that era they
would have been revenue box cars if numbered in 9000's and to my
knowledge no Q MoW equipment was numbered below 200000 post-WWII.

The 9000 and 9100 series were allocated to class PM shop or miner (also
shown as "minor") cars, converted from old short coaches in
the 1920's.
Does your friend have any further information about these specific cars
he can share?
