Nelson, you might want to check into the Federal Safety Appliance Act, which was introduced in 1893 and in full effect in 1900. It contained sections addressing items like brakes, grab irons or ladders on ends, etc. and helped to standardize items like ladders and running boards on freight cars. It was amended in 1903 and again in 1910, mostly to require higher percentage of cars to be equipped with air brakes. I believe cars built after this law went into effect would have to have the required safety appliances. I suspect that any cars being shopped or rebuilt were required to be brought into compliance with the law. In effect any cars rebuilt in 1907 would have end ladders or grab irons installed. You can also do a search for airbrakes. The K brake was the standard up into the 30's, then the AB style became the standard. in 1934.
