Just thinking out load; the C&I/CB&N was probably not double tracked due to the $s to level out the terrain,all the bridges and curve reductions that would also been involved. Looking at a 1947 ETT there's only 6 thru frts a day(rarely more than 81 cars long),one local frt a day and 14 passenger trains between Flagg and Savanna.So the majority of movements are sleek,fast passenger trains that can manuever in and out of sidings pretty quickly w/o a lot of damage to the schedule. This is slightly less volume than I recall in the late 70s which were mostly long heavy frts. Just pure wishful thinking from all those hours sitting in sidings. I have to wonder how much better things would have been just connecting the sidings from Sugar Grove to Shabbona,Flagg to Oregon and Stratford to Carter ? This would have avoided the toughest,most expensive stretches to double track. But then we would just have gone in the "holding pattern" sooner.
