  I am pretty sure it is the Cab Signal control box, We have cab  signals 
still on the east end Aurora to Chicago. Also in the Q days we had Cab

Hi Gang....

My thoughts  are:

It is either a kerosene can as mentioned, for filling switch stand  
lanterns OR a lube oil container for filling journal boxes.

My 2  cents...
