I thought that at first also in the mode of the classic engineman's torch, but
since I had not seen one I went with the fuel container theory...However I
think that you are correct.

My thoughts are:
It is either a kerosene can as mentioned, for filling switch stand lanterns OR
a lube oil container for filling journal boxes.
