Darren, My understanding on the "Q" was that the red would be on, and the Lunar acted as the restricting signal. Yes, when yellow or green the lunar would be off, as this was a "Restricted Speed" Aspect, so there'd be no need to use a Lunar Aspect with a green or Yellow.
