Mark, Maybe others can advise if there was a formula to determine when volumes required if signals or hand throws governed a movement in a "plant". What I can tell you is what I saw on the "property". At Mendota,IL the interchange track to the IC was controlled by drawfs("pots"). At Rochelle,IL the C&NW interchange track was a handthrow with a timed interlock but no drawf. The "199" interchange track was hand throw but controlled by the signal on the mainline signal bridge inbound and by a drawf("pot") outbound. The IC interchange track at Amboy,IL was manual w/o a signal but mainline xing was signalled. The C&NW interchanges at West Chicago,IL were all manual. The IHB interchanges at Congress Park,IL were all signalled with drawfs. Not sure I have done anything other than cloud the issue.
