Burlington Route Historical Society Burlington Bulletin #10 is  
devoted entirely to Q's "E" units. Includes almost everything you  
might want to know the fleet. On page 34, there is a list which,  
except for a few units, shows which were fitted with stainless steel  
panels and which were not. The panel status of five E7s were unknown  
at the time of publication. Starting with E8 9964, all units, E8s and  
E9s, were delivered from EMD with stainless steel panels.  A total of  
12 E7s and 11 E8s were never equipped with stainless steel panels  
including the two represented by your models. So Proto 2000  
apparently did the job correctly. It does not appear that there was  
any rhyme or reason in determining which unit received the SS panels  
and which did not.  The three F3 passenger consists, were generally  
removed from CZ service in 1952. They were not repainted until about  
1955 or later. They never received stainless steel panels.
