Road crews set out stock and beer at Montgomery Lead. They did NOT actually spotted any cars at Montgomery. Yard crews at Eola or working in the Aurora area. Yardmaster decided who and when spotted at cars. Yes, yard crews may have been told in advance that stock was coming. After the road crew set out the yard crew would push on the east end and spot cars.
