Actually, you would be very surprised at the sheer amount of trials 
and engineering that go into heart valve, along with feedback from 
doctors and follow ups with the early patients. The FDA is overseeing 
ever step of the process, plus there are many trials before a new 
device gets to market, and upgrades based on experience.  It would be 
like P2K making two dozen finished units and getting out to modelers 
who were noted researchers, then making two dozen more for another 
group, then 200 for a wider group, studying all the results and 
changes needed, then going into production.  In the meantime P2K 
would be visting every CB&Q modeler personally to encourage use of 
their new locos, plus attending many trade shows. I doubt your 
business would thrive if you used that process.  No wonder heart 
valves cost $5K a piece!
