Yes, As of my copy of ORER(7/05) 10' 08" is the extreme limit for width under 
plate C. Could the cars exceed plate C due to heighth or due to width at a 
different point on the car. The diagram in the ORER has vaying width limits 
just 
above the trucks that are less than the extreme width allowed farther up the 
car.
Could plate C limits have changed over the years ?
