The item your question on friction to roller bearing truck upgrade addresses
were officially called "converted sideframes". They were outlawed in 1994 or
1995 by the AAR Field Manual of Interchange rules.
I don't know what the conversion involved specifically on the sideframes
themselves. I believe it involved the welding on of wedges and wear plates into
the bearing pockets. This was less expensive than a full conversion to new RBTs.
Finding these sideframes today would be near impossible,except in a museum,
as they were scrapped when taken off cars as they were outlawed. Scrapping
generally involves cutting a sideframe in three pieces.
For that matter finding roller bearing wheels to go under the w/c will also
be almost impossible as 50 ton cars are rare today and scrapping out fast. In
fact 70 tons are pretty much obsolete except under older general service
boxcars and on the ends of TTX 5 pack well cars.
