9960,9961,9962 ABC, were F3's the "chicken wire" version. They were also the
only F's on the Burlington that lacked dynamic brakes. When they were
repainted and regeared for freight service they were never retro fitted with
dynamic
brakes. Also they kept their 9900 series numbers, possibly due to the non
dynamic brake equipment.
