They advertise they will plate wheels for $5 an axle. I haven't used 
them but it sounds good.

I think the best way would be to bead blast it. Otherwise you might try 
soaking it in vinegar which is slightly acidic, might get the tarnish 
and would also give it a little "tooth" to help paint stick.
