I will keep your offer on file.
What I am looking for is a mentor, a sponsor, a project manager who can get 
the R&D package done, drawing from own and other's materials but pulling it 
together
so that the factory can design the loco from the material assembled.  It is 
a great deal of work and it is best if someone knows it and has done 
something similar before, either for a scratchbuilt model or for another 
manufacturer.
