[CBQ] Roofs on open hoppers

I've just found a note from about 1964 stating that two 100 ton HT-11 quad 
hoppers #160078 and #160157 had temporary roofs. Was this to protect the 
contents from the weather? If so, what sort of load would it have been?  Any 
suggestions?
