According to the Consolidated Code of Operating rules, which many roads  used 
but I'm not sure if the Q did, the white warning light was used as a  general 
warning light for crossings at grade and for anyone on or close to the  right 
of way. If the train experienced an emergency application of the train  
brakes then the red was turned on indicating to opposing trains or trains being 
 
met the train was in emergency and other rules apply for this condition. The  
white could also be set stationary and use as a headlight in the event of  
failure to the regular headlight.
