Mr. Gardner purchased these cars to jumpstart a commuter service in Madison,
or at least have equipment on hand should the Madison government (which really
wants light rail) decide to help with it. Mr. Gardner, WSOR president, will
fix the cars up. He probably got them pretty cheap. JN
