Running boards/roofwalks were NOT outlawed by FRA or ICC. The
ruling was that IF you had them you had to maintain them. As the
use of such walks declined with advent of better braking, etc. most
RR's & provate owners neglected to maintain them with the result
that on the rare occurrence that someone was on the roof, they might
have unsafe footing. Roofwalks did (& do) remain on covered
hoppers, some tanks, etc so again, they were not outlawed; just that
maintenance was mandated. Gerald (saw a brakeman on a local frt
near Riceville, IA [ex-CGW, by then C&NW] on roof of 40' box in
early 80's as train slowed to a stop on a grade.)
