Looking thru the OER's it is indeed a puzzle - no footnote that it is
specially equipped. My only guess is that it was acquired as a 'sample'
from one ot the commercial car builders OR coming onto roster in 1919, was
assigned by USRA as part of a sampling or to replace a box car a car that
USRA had appropriated for some reason and Q numbered it with the grouping
that was most similar. A real reach would be it coming from a RR the Q
absorbed in 1919 or just before - only one that comes to mind is Tabor &
Northern, a small Iowa RR that connected with the Q. Even if someone has a
photo of it (a LONG shot) it would probably not explain what made it unique.
