Depends on the agreement. You don't see Amtrak stopping for beans. 

On a couple of the freight roads I've worked for, we used to get 
a "meal allowance" and were expected to keep the train moving as long 
as the dispatcher gave us greens. We would take our lunch with and 
eat in the engines. If we were waiting on a meet and had time, we 
might wander to a nearby convenience store for a snack, being sure to 
take a handset with in case the dispatcher tried to reach us.
