Those louvers are not operable. They are formed fixed louvers. The
vertical slit jobs are replacements of the entire panel between the battens.
Probably the unit was sideswiped or involved in some other mishap and the
panels were replaced with current EMD parts, the side panels not being
something that the Q would stock in the stores department.
