While such a project as an interurban between Council Bluffs and Kansas City
may even have been incorporated none such was actually built. For details

The Omaha and Southern Interurban Railway ran from Omaha to Fort Crook.
The Kansas City Clay County and St. Joseph Railway actually operated
from Kansas City both to St. Joseph and to Excelsior Springs. The St.
Joseph and Savannah Electric Railway actually went where it said that it
did.
Thus there was a large gap between Fort Crook and Savannah.
