I also thought of looking at the Microscale switcher set to see if it has a white border, Ed - I can't swear to the later "BURLINGTON" switcher set, but the earlier Microscale set(with WOTZ/EW) has the identical herald to non-superpower steam tender heralds - no white border and no black border.
