Russ is right.It is the charges for intraplant switching that has bred the
private switching service industry(Rail Service,Canac,etc,etc).Each of these
businesses can switch large plants for a set fee or per car basis for the
owner.The owner receives a credit or offset from his serving carrier for
handing them cars ready to go on the spur.A per car credit for not having to
spot and pull cars.These credits typically pays for the switching contractor
w/something left over for the plant owner to pocket.The rr is happy(no local
spending the day in a plant),the owner is happy (with his overall lower
costs) and the switch contractor is happy (since hes making money).Yes there
is a loser the class one unionized rr employee.He has less jobs to chose from
as these local plant switchers disappear.
