RE: Train register checking. I believe, if memory serves correctly, that 
the rules specifically forbade checking the train register against an extra 
train unless authorized to do so by the dispatcher.

The Colorado case sited is the reason for the prohibition. An engine could 
make more than one trip as an extra in one day, or as in the instant case 
another trip tomorrow.
