You might get the information you want from a book titled "Rights of Trains" by Peter Josserand. He was a dispatcher for the Western Pacific. It is based on the Standard Code of Operating Rules and was originally copyrighted in 1904, but has been updated many times. I believe it is still available from Simmons-Boardman Books in Omaha, NE.
