Looks like BNSF is preparing to replace the swing span of the Burlington
bridge. The following notice appeared in the 11/5/01 issue of ENR
(Engineering News Record) and was sent to me by Hol Wagner:

Sealed bids will be received by the Burlington Northern and Santa Fe
(BNSF) Railway Company, William G. Byers, Director of Construction, 4515
Kansas Avenue, Kansas City, Kansas 66106, on January 9, 2002 until 2:00
P.M., local time.
The work to be performed consists of the removal and replacement of the
existing 356-foot swing bridge with a new 356-foot lift span. The work
includes steel towers, encasement of existing piers, channel dredging, new
deck and modification of approaches, complete with all other work incidental
thereto. The project site is located at Burlington, Iowa, near Mississippi
River mile 403.
All Bids must be in accordance with the Bidding Documents on file with
the BNSF Railway.
Qualified contractors may obtain complete contract documents (1 set of
specifications, full and half-size drawings) from HNTB Corporation, 715 Kirk
Drive, Kansas City, Missouri 64105, for a non-refundable fee of $200.00 per
set.
Qualifications will be based on the following criteria:
* Major construction experience in any of the following rivers: Mississippi,
Ohio or Missouri, during the past five years.
* Experience in the replacement/rehabilitation of movable railroad bridges.
* General contractors shall perform with their own organization work
amounting to at least one fourth of the original contract amount, excluding
structural steel and machinery fabrication.
The bidder is requested to submit evidence of the above qualifications
at the time of his request for contract documents.
Additional sets of half-size drawings are available to planholders at a
cost of $50.00 each. Call Mr. John W., Hronek at 816-472-1201 for obtaining
Contract Documents.
If a request for contract documents is made through standard U.S. mail, the
bidder is requested to furnish a street mailing address.
Bidders are required to attend a pre-bid conference to be held on November
28, 2001 in Burlington, Iowa at a location to be determined, followed by a
bridge site visit. Interested bidders shall contract Mr. John W. Hronek at
HNTB Corporation, 816-472-1201, for further information. Bidders are
advised that BNSF Railway on-track safety requirements will be necessary for
access to the bridge site. FNSF on-track safety orientation is available at
www.contractororientation.com.
A deposit of five percent (5%) of the bid by certified check, or cashier's
check, or by bid bond is required and the bidder to whom the contract is
awarded shall also be required to furnish a performance bond in the total
amount of the bid. Bid bonds will be returned to unsuccessful bidders.
The Railroad reserves the right to reject any or all bids, including
without limitation, the right to reject any or all nonconforming,
nonresponsive, unbalanced or conditional bids and to reject the bid of any
Bidder if Railroad believes that it would not be in the best interest of the
Project to make an award to that Bidder, whether because the bid is not
responsive or the bidder is unqualified or of doubtful financial ability or
fails to meet any other pertinent standard or criteria established by
Railroad.
If a contract is awarded, it will be awarded to the Bidder whose evaluation
by the railroad indicates that the award will be in the best interests of
the Project.
