Savanna Double track

Gee,If the short pools were still around that little stretch of double track 
would pay for itself in short order by eliminating the Final Terminal Delay 
starting at Plum River! One of the first jobs I was assigned in the Regional 
Mgr Trains and Terminals office in the White House was to analyze the Final 
and Initial Terminal payments at Savanna to determine what the savings would 
be if the "long" pool was re-established.
