"Tank" in the background is just that. It's a natural gas storage tank, 
quite common in large cities during the 50's and prior. The tank is like a 
large bellows and rides up and down on "tracks" on the framework around it. 
At times, such as summer, when the gas supply is being built up the bellows 
is all the way to the top, when the supply is low it is nearly at ground 
level.
