Every situation is different. If a RR has special, locomotive mounted signaling 
equipment requirements they must be met before the train is operated over the 
host RR. An example was the local between Sterling and Barstow (IL.) that 
mandated the use of a Q locomotive with ATS equipment (9208 and 9209). 

In the case of WC detours each detoured train was to operate using the pool 
crews from assigned terminals (Aurora and La Crosse) but under the authority of 
an Engineer Pilot. To be a Pilot one must first meet the requirements of the 
host RR and the FRA as it relates to the minimum number of trips needed to 
qualify over a particular territory. Also, if the host RR desires, each Pilot 
is required to successfully pass a test relating to issues that are usually 
specific to the host RR. The operating rules of the host RR will govern the 
crews of the detoured trains but the tenant RR's safety rules will apply (as 
mentioned earlier, one detour agreement may be different from another so it's 
impossible to list every absolute that may be a part of a detour arrangement).

On WC no special locomotive equipment was required so any locomotive worked. 
All Pilots were required to attend an all day safety briefing and rules review 
in the WC training facility at Plover, WS. All the people involved worked well 
together and I have nothing but good to say about WC.

All, with some of the recent postings about the flooding along the 
Mississippi, I have a question. In the days of the Q, how would (and would 
they) other RRs detour their trains onto Q trackage. Would some special 
rules apply so that foreign roads could operate, would Q crews take over the 
motors, or would Q engines be assigned as leads so that they had Q crews and 
the right signalling (cab) equipment. Thanks
