Transfer Moves at CUS

I'm looking for some help here.

It would seem to me that the Q would bring in some express cars from the West 
that would need to be transferred to the other stations (Dearborn, LaSalle, 
C&NW, Grand Central and IC). Would they do this through a transfer move? 
Would the union rules require a transfer waycar for such a move? Any 
specific routes? What type of motors would they use?

Any help in shedding some light on this would be greatly appreciated.
