It’s been 45-53 years since i worked on the C&I so my memory may have some fogginess. But i do recall occasional loads of military equipment towards the rear of trains like 353/364, extra east,181,etc coming and going in both directions into and out of Savanna yard. My understanding was they were from and into the Savanna Proving grounds/depot. Yes i know the facility was ordinance based but these were military vehicles on regular Q and other flat cars. According to AI the depot was primarily used for storage starting in 1962.
