[CBQ] Double Heading

The oldest parts of the BRT Aurora local files have a rather extensive  
file on "double heading". From the perspective of the trainmen this was  
unwelcome as each "double headed" train meant one less train crew working. The  
main points of contention were the tonnage ratings of engines and the tonnage 
of  trains up Burke eastbound out of Savanna. The point being that the big  
tonnage trains could be split in two and make better time. Keep in mind 
these  files are pre-WWI so the tonnages look more like something from a w/f I 
worked  in the 70s.
